DTIC ADA594296: The Coincidence of Measure Algebras Under an Exchangeable Probability | This note is concerned with countably infinite product sigma-fields and their invariant, tail, and exchangeable sub-sigma-fields. Under an exchangeable probability the three sub-sigma-fields coincide as measure algebras (the theorems (1) and (7)). An immediate consequence is the Hewitt-Savage 0-1 law. A later section includes examples which by and large preclude extensions of (1) and (7) to probabilities merely invariant under the shift. However, at least one interesting conjecture of David Freedman remains to be settled. The results presented here serve to clarify and extend a remark by Halmos about power product probabilities. They also extend a theorem set forth by Meyer to the effect that in a unilateral countable product space, under an exchangeable probability, exchangeable and tail cr-fields coincide as measure algebras. The final section contains the answer to a question posed in the paper by Chung and Doob. | 1970 | 2018-09-18T07:13:43Z |

NASA Technical Reports Server (NTRS) 19950019509: Experimental and calculated LET distributions in the Cosmos-2044 biosatellite orbit | During the flight of the Cosmos-2044 biosatellite, joint U.S.S.R.-U.S.A. investigations of different characteristics of cosmic radiation (CR) in the near-Earth environment were carried out. The U.S. dielectric track detectors CR-39 and Soviet BYa- and BR-type nuclear photo-emulsions were used as detectors. The present work shows some results of experimental measurements of linear energy transfer (LET) spectra of CR particles obtained with the use of these detectors, which were placed both inside and outside the satellite. The LET spectra measurements with plastic detectors is composed of two parts: the measurement of galactic cosmos rays (GCR) particles, and of short-range particles. The contributions of these components to the total LET distribution at various thicknesses of the shielding were analyzed and the results of these studies are presented. Calculated LET spectra in the Cosmos-2044 orbit were compared with experimental data. On the basis of experimental and calculated values ; | 1995 | 2016-10-08T19:52:58Z |

NASA Technical Reports Server (NTRS) 19920011932: Sliding durability of two carbide-oxide candidate high temperature fiber seal materials in air to 900 C | A test program to determine the friction and wear properties of two complex carbide oxide ceramic fibers for high temperature sliding seal applications is described. The fibers are based on Si, C, O, and Ti or Si, C, N, and O ceramic systems. Pin on disk tests using ceramic fiber covered pins and Inconel 718 disks, were conducted in air from 25 to 900 C to evaluate potential seal materials. This testing procedure was used in a previous study of oxide ceramic fibers which were found to exhibit wear behavior based predominantly on their mechanical properties. Like the oxide fibers tested previously, these carbide oxide ceramic fibers, show an increase in friction and wear with increased test temperature. At room temperature, the wear behavior seems to be based upon mechanical properties, namely tensile strength. At 500 and especially 900 C, the fibers wear by both mechanical fracture and by oxidative type wear. NASA Technical Reports Server (NTRS) 20100005360: Conditions of Core Formation in the Early Earth: Single Stage or Heterogeneous Accretion? | Since approx.1990 high pressure and temperature (PT) experiments on metal-silicate systems have showed that partition coefficients [D(met/sil)] for siderophile (iron-loving) elements are much different than those measured at low PT conditions [1,2]. The high PT data have been used to argue for a magma ocean during growth of the early Earth [3,4]. In the ensuing decades there have been hundreds of new experiments carried out and published on a wide range of siderophile elements (> 80 experiments published for Ni, Co, Mo, W, P, Mn, V, Cr, Ga, Cu and Pd). At the same time several different models have been advanced to explain the siderophile elements in Earth's mantle: a) shallow depth magma ocean 25-30 GPa [3,5]; b) deep magma ocean; up to 50 GPa [6,7], and c) early reduced and later oxidized magma ocean [8,9]. Some studies have drawn conclusions based on a small subset of siderophile elements, or a set of elements that provides little leverage on the big picture (like slightly sidero; | 2010 | 2016-11-05T11:54:18Z |
NASA Technical Reports Server (NTRS) 19950006538: Tetravalent chromium (Cr(4+)) as laser-active ion for tunable solid-state lasers | Major accomplishments under NASA grant NAG-1-1346 are summarized. (1) numerical modeling of the four mirror astigmatically compensated, Z-fold cavity was performed and several design parameters to be used for the construction of a femtosecond forsterite laser were revealed by simulation. (2) femtosecond pulses from a continuous wave mode-locked chromium doped forsterite laser were generated. The forsterite laser was actively mode-locked using an acousto-optic modulator operating at 78 MHz with two Brewster high dispersion glass prisms for intra-cavity chirp compensation. Transform-limited sub-100-fs pulses were routinely generated in the TEM(sub 00) mode with 85 mW of continuous power tunable over 1230-1280 nm. The shortest pulses of 60-fs pulsewidth were measured. (3) Self-mode-locked operation of the Cr:forsterite laser was achieved. Synchronous pumping was used to mode lock the forsterite laser resulting in picosecond pulses, which in turn provided the starting mechanism for self-mo; | 1993 | 2016-10-03T14:07:51Z |
NASA Technical Reports Server (NTRS) 19840012502: Large aircraft handling qualities | The short period frequency requirements of MIL-F-8785C are applicable to the very large transport aircraft simulated. The large aircraft simulated meet the requirements of NASA CR-159236 for effective time delay and pitch transient peak ratio. However, the requirements of this reference for the effective rise time parameter are believed to be too convservative for very large transport aircraft. Data obtained to date as well as other data indicate that MIL-SPEC requirements for the parameter t(phi=30 degrees) are too conservative for very large transport aircraft. The results of the present study indicate that t(phi=30 degrees) of less than 6 sec should result in ""acceptable'' roll response characteristics, and t(phi=30 degrees) of less than 4.0 sec should result in ""satisfactory'' roll response. | 1984 | 2016-08-22T12:55:18Z |

NASA Technical Reports Server (NTRS) 19870001756: Evaluation results of the 700 deg C Chinese strain gages | There is a continuing interest and need for resistance strain gages capable of making static strain measurements on components located in the hot section of gas turbine engines. A paper by Tsen-tai Wu describes the development and evaluation of high temperature gauges fabricated from specially developed Fe-Cr-Al-V-Ti-Y alloy wire. Several of these gages and a quantity of P12-2 ceramic adhesive were purchased for evaluation. Nine members of the aircraft turbine engine community were invited to participate in an evaluation of these gages. Each participant was sent one strain gage, a small amount of ceramic adhesive, instructions for mounting the gage on a test beam, and a set of suggestions for the experiment. Data on gage factor variation with temperature, apparent strain, and drift are discussed. | 1984 | 2016-08-22T18:43:42Z |

DTIC ADA105786: Mechanisms of Elevated Temperature Fatigue Damage in 2 1/4 Cr - 1 Mo Steel. | The microstructural changes and fatigue crack growth rates induced by elevated temperature push-pull fatigue and creep fatigue tests in 2 1/4 Cr - 1 Mo steel have been examined using optical and electron microscopy techniques. The only microstructural change noted was the development of dislocation substructures in the proeutectoid ferrite. Creep fatigue tests with a single maximum strain hold period per cycle created a cellular substructure whose size was solely dependent on the carbide interparticle spacing. Temperature and strain range effects were noted on the dislocation densities in the maxtrix which were generally consistent with work reported in the literature. As there were no resolvable changes in the carbides in the ferrite, it was concluded that there must be some change in the microstructure on a finer scale, such as the early stages of M0-C-Mo cluster formation, which might explain the cyclic hardening/cyclic softening response of the alloy. DTIC ADA070042: Physical Metallurgy of Beta Titanium Alloys. | Phase equilibria have been determined for Ti-(V, Mo, Cr) system with Cr additions up to 10 wt pct. The results indicate composition ranges where the equilibrium phase is beta, as-cast alloys are ductile enough to be cold worked and where the tendency to lose ductility during heat treatment due to oxygen segregation is minimal. An investigation of the effect of adding Al and Si to beta alloys indicates that yield stress and Young's modulus are increased while density and ductility are decreased. It appears that Al increases the ductile brittle transition temperature. (Author) | 1979 | 2017-09-12T23:21:13Z |
ERIC ED467246: Shared Successes, Continuing Challenges: Fostering IDEA and Title I Collaboration. Proceedings of the Council of Chief State School Officers and the Policymaker Partnership Peer Consultation (3rd, Baltimore, Maryland, December 11-14, 2001). | The Council of Chief State School Officers (CCSSO) and the Policymaker Partnership (PMP) of the National Association of State Directors of Special Education have joined together to consider challenges and opportunities for coordinating special and compensatory education among states, districts, and schools. As part of this effort toward increasing collaboration, CCSSO and PMP hosted 2 peer technical assistance matches as vehicles for raising awareness and understanding among key stakeholders in the year 2000. The success of these consultations led to sponsoring organizations hosting another similar event, a peer consultation in late 2001. This report summarizes the proceeding and key lessons from that peer consultation. The peer consultation included two components. In the first component, three states (Illinois, Louisiana, and Wyoming) not previously involved in the network met together to develop their vision of the elements of successful collaboration and barriers to collaboration. ; | 2001 | 2016-01-14T08:05:46Z |

ERIC ED421716: Addressing Competing Rhetorical Demands in the Classroom: Using the Newsletter To Explore Student Roles as Writers, Students, and Intellectuals. | While recent arguments often propose that students should be engaged as writers in service to the larger community, the question remains how to engage students as intellectuals, writers, and creators of knowledge in an intellectual setting that mostly asks them to be passive learners. In Project Renaissance, leaving behind the familiar boundaries of freshman composition, a weekly newsletter was coordinated and worked on during workshop time, separate from the lecture component of the course. The students used the medium that they were given to pass messages to their audiences in ways that the instructor could not have coached them without the medium of an actual, multiplicitous audience. Each student was responsible throughout the semester for the production of approximately four newsletters. The newsletter engaged students in four different required activities: (1) a summary of the week's lectures; (2) a summary of the week's readings; (3) a report on what their peers in other section; | 1998 | 2015-12-26T14:13:06Z |
