The MOA has been signed by Sam Wilson and Jim Plummer, and the TOR are in final stages of informal coordination. John Hughes 25X1 DIA Roland Inlow (COMIR:EX), John Hicks (NPIC), and (IHC) have been closely tied into the developmen f 25X1 the TOR. Also, Sayre Stevens now has a copy of these docu- ments.
