SUBJECT Conference on Nuclear Proliferation Intelligence 1. Problems related to nuclear proliferation are receiving increased priority within the US Government. During recent months, the Intelligence Community has been examining its capabilities and performance on nuclear proliferation and is initiating improvement actions. One area requiring attention is communication between the Intelligence Community and. users of nuclear proliferation intelligence. 2. The Intelligence Community Staff will sponsor a meeting of producers and users of nuclear -proliferation intelligence at 1300 hours, 7 January 1977, in the CIA Headquarters Building (Room 7E32, the DDI Conference Room). Quiet-Time Spectra and Abundances of Energetic Particles During the 1996 Solar MinimumThis report concerns the energy spectra and abundances of ions with atomic number, Z, in the interval 2 greater than or equal to Z and Z less than or equal to 36 and energies approximately 3-20 MeV/amu for solar and interplanetary quiet periods between November 1994 and April 1998 as measured by the large-geometry LEMT telescope on the Wind spacecraft near Earth. The energy spectra show the presence of galactic (GCR) and 'anomalous' cosmic ray (ACR) components, depending on the element. ACR components are reported for Mg and Si for the first time at 1 AU and the previous observation of S and Ar is confirmed. However, only GCR components are clearly apparent for the elements Ca, Ti, Cr, Fe, as well as for C. New limits are placed on a possible ACR contribution for other elements, including Kr.19982011-05-27T11:09:49Z

Preferential heating of light ions during an ionospheric Ar() injection experimentThe Argon Release for Controlled Studies (ARCS) 4 sounding rocket was launched northward into high altitude from Poker Flat Research Range on February 23, 1990. The vehicle crossed geomagnetic field lines containing discrete auroral activity. An instrumented subpayload released 100-eV and 200-eV Ar() ion beams sequentially, in a direction largely perpendicular to both the local geomagnetic field and the subpayload spin axis. The instrumented main payload was separated along field lines from the beam emitting subpayload by a distance which increased at a steady rate of approximately 2.4 m/s. Three dimensional mass spectrometric ion observations of ambient H() and O() ions, obtained on board the main payload, are presented. Main payload electric field observations in the frequency range 0-16 kHz, are also presented. These observations are presented to demonstrate the operation of transverse ion acceleration, which was differential with respect to ion mass, primarily during 100-eV beam op;19952011-05-22T10:43:56Z
